plans for governments
When a new group has been created, a private forum will be created for them. Only characters who have joined the group & have been accepted by the group's rules will be allowed to view those forums. When a charter has been created for a group, the creator may set group membership with one of the following options:
* anarchy - anyone may join without any approval
- no leaders
- government may be changed by 51% of active members approval
- anarchy never changes automatically
- anyone can make a referendum to change the government (which is the only allowed referendum in an anarchy). it passes only with majority of active members approval
- there are no petitions in an anarchy
* democracy - anyone may join if they have at least 51% of active members approve the membership
- no leaders
- government may be changed by 51% of active members approval
- democracy never changes automatically
- anyone may create a petition. it only becomes a referendum with 1/10 active membership
- referendums created only with petition process. they pass only with majority of active members
* consensus - anyone may join if they have all members approve the membership
- no leaders
- government may be changed by consensus
- consensus never changes automatically
- anyone may create any referendum. they pass only with consensus of members
* oligarchy - anyone may join if majority of assigned active leaders have approved the membership
- leaders are assigned by the dictator
- government may be changed by majority of leaders
- oligarchy becomes dictatorship if there is ever only one active leader
- oligarchy may allow referendums to leaders or members. both only pass with majority of leaders
- the numbers of public referendums may be changed at any time by a majority of leaders
- an oligarchy may be publically designated as a republic at any time by a majority of the leaders. In that case, only the leaders will know otherwise (without careful monitoring by the members)
- any member may create a petition, which becomes a referendum to the leaders with 1/10 active member approval
* republic - anyone may join if majority (51%) of assigned active leaders have approved the membership
- leaders are assigned by majority (51%) of active members
- government may be changed by majority of active leaders
- republic becomes dictatorship if there is ever only one active leader
- any republic leaders may allow referendums to members, which pass with majority of active members
- any republic leaders may allow referendums to leaders, which pass with majority of active leaders, or may be turned into a membership referendum
- any member may create a petition, which requires 1/10 of membership signatures to become referendum to leaders, who may vote to approve it, reject it, or pass it to members
* dictatorship - someone may join only if the creator has approved the membership
- a new dictator may be assigned by the dictator, but there can be only one at a time
- government may only be changed by the dictator. same rules apply as when creating a group in the first place
- dictatorship becomes anarchy if there is ever only one active leader
- dictator may allow member referendums, but they only pass with dictator's approval. dictator may also change the reported numbers at any time
